HTML or CSS?

I know you need HTML to have CSS function but in terms of someone being a beginner, which is easier and better to use when it comes to building a website? 

I have experience with HTML and have messed around with it on and off over the years, playing around with strings of code and whatnot but I have never dove deep into using CSS. I am not sure if it is something I could easily learn and work with on my own as a beginner.

They are completely different. HTML is for the structure of the page itself. CSS for the style and look of the page. You can use HTML without CSS but you can't use CSS without HTML. I would say working only in HTML leaves you very limited and would not recommend it.

Oh okay, yeah I mean I understand they are different but I suppose it makes sense to use CSS these days to make your site look and feel as modern as possible. I think most if not all CMS options function using it. Thanks for your input!
